MedLEaPR Rollout through CCTNS 2.0

1) Mandatory use of MedLEaPR through CCTNS 2.0 for all MLC & Post-Mortem requisitions.
2) Paperless exchange of Medical-Legal and Post-Mortem reports between Police and Government Hospitals.
3) Effective from 01.08.2026 for Rukka Intimation and Injury (Wound) Certificate.
4) All MLC & PM requests must be generated only through CCTNS 2.0.
5) Manual (paper) requisitions to be avoided except in exceptional cases with written approval.
6) Post-Mortem requests to be submitted electronically through CCTNS 2.0.
7) Investigating Officers must regularly monitor request/report status in CCTNS.
8) Police Stations to designate an officer for receiving and forwarding Rukka Intimations.
9) Hospitals will upload e-signed reports; physical signatures are not required.
10) Post-Mortem, Wound Certificates, Age Estimation, Prisoner Screening, and Sexual Abuse reports can be downloaded through CCTNS after e-sign.
11) District-level WhatsApp Groups to be created for coordination between Police and Hospitals.
12) MedLEaPR implementation to be reviewed as a standing agenda in monthly L&O meetings.
























Post-Mortem Certificate (PMC)

Doctor e-Signed PMC only will be available.

Verify Question Mark (?) status and change it to Tick (✓) after verification.

Attach all required documents before submitting the PM request to the Government Hospital.

Subsequent Opinion (Final Opinion) feature has been added.

Doctor Information field has been added.
Wound Certificate

Raise MedLEaPR → Medico-Legal Case Request.

Select Injury (Medical Memo).

Enter the Rukka ID in the Description field.

Submit the Wound Certificate Request.
Rukka (Hospital Intimation)

From now on, all Government Hospital intimations will be received through Rukka.

The Rukka will first reach the Government Hospital Police Station.

The GH Police Station must forward the Rukka ID (via phone/email) to the concerned jurisdiction Police Station.
Save FIR/GD

Record the Rukka ID using the Save FIR/GD option in CCTNS 2.0.
